The governments of Azerbaijan and Russia have signed a document in Astrakhan.
Azerbaijani President Ilham Aliyev and Russian President Vladimir Putin attended the signing ceremony.
The document was signed by Russian Minister of Economic Development Alexei Ulyukayev and Azerbaijani Minister of Economy and Industry Shahin Mustafayev.
