Dear Mr. President!

On behalf of all the people of Karabagh we express our boundless appreciation to you for the extradition on 31 August as a result of your tireless work and the pardon decree of officer Ramil Safarov, who was attending three-month courses within the framework of NATO in Budapest in the 2004 and was sentenced to life imprisonment for killing an Armenian officer who had insulted the national flag of Azerbaijan.

All our people had been looking forward to the release of Ramil Safarov like to the liberation of Nagorno-Karabakh. Your wisdom, courage, determination have put an end to our expectations. The immediate signing of the pardon decree shows that you, as President of the Republic of Azerbaijan Republic and the Commander-in-Chief, protect the rights of every citizen of our country, every soldier and officer. The freeing of Ramil Safarov is the result of solidarity between our President and people in the face of the enemy. This is a call for the final blow to our common enemy for the liberation of our native Karabakh.

This day will always be remembered not only by Ramil but also by all the people of Azerbaijan. It has demonstrated the power and authority of our state, your wisdom and determination again.

We, the young people of Agjabadi, those disabled in the Karabakh war and family members of martyrs, express our endless gratitude to you for this act which has strengthened our faith in the bright future of our country and the liberation of our native Karabakh. On behalf of all of the people of Karabakh we declare unequivocally that we are always ready to fight for the liberation of our occupied lands on your orders as Commander-in-Chief and consider it an honor for us.
