Dear Mr. President,

The people of our country received with a sense of great respect and appreciation the return of national army officer Ramil Safarov, who was sentenced to life imprisonment in Hungary for killing an officer of occupying Armenia who had insulted our national flag. We were also delighted by your decree to pardon him, award him the rank of major on the part of the Ministry of Defence, provide him with an apartment and return to the ranks of the Armed Forces of the Republic of Azerbaijan. Ramil Safarov’s return has angered Armenia and all pro-Armenian forces. The people of Azerbaijan believe that the people having such a wise and progressive President as you and such heroic sons will liberate the occupied lands.

Dear Mr. President!

Ramil Safarov’s return is written in the history of the independent Republic of Azerbaijan in gold letters.

Therefore, on my own behalf and on behalf of the Azerbaijan National NGO Forum (NNGOF), uniting more than 600 NGOs, I congratulate you, First Lady Mehriban Aliyeva and the whole of Azerbaijan, and wish you every success.
